Sometimes we may require to disable Plugins feature from site admin so that bloggers can not install/update Plugins from their end. Please check with these steps to enable/disable Plugins feature from site admin in WordPress MU:
1) Login into WordPress MU as site admin.
2) Click on options from site admin.
3) select/deselect check box against Plugins in site wide settings
4) Click on update options to apply changes.
